Valletta is unquestionably coastal. Surely it has a larger population than the place you mention?

By city proper. Valletta's city proper is only about 6,000.

I am doubting whether Amsterdam is a coastal city or not. It is next to the Markermeer, but that isn't a sea anymore, because of the Afsluitdijk
