Where did you get these numbers from? New York City is a lot bigger than London. You might be using city proper area for some of them, but this can't really be compared across countries because of varying levels of urban sprawl. For instance, the City of London is the city proper area of London and it only has a population of around 8000. What is called London is usually Greater London, which has around that population but it sprawls over the edge and so has a population of around 14 million if you count all surrounding areas.
