Funny, but Hawaii and Puerto Rico as well have roads that are officially called Interstate although they don't connect other states

They are Interstates, because they are part of the Interstate *network*.

Alaska has 4 routes of the Interstate Highway Network, totalling 1082.22 miles. OK, they are unsigned and over 1000 of those miles are non-freeway. But they exist! https://www.fhwa.dot.gov/planning/national_highway_system/interstate_highway_system/routefinder/table03.cfm
