I think you should consider the letter Y to be a vowel in the cases of Cyprus, Egypt, Kyrgyzstan, and Seychelles. The letter is used as a vowel in the those names and it is the only letter making a sound in their respective syllables in the first three. Cyprus, Egypt, Kyrgyzstan, and Seychelles should be removed. The word happy has 2 types of vowel sounds because it has 2 vowels, one of them being Y. Yemen, on the other hand, can stay because Y is being used as a consonant there.
