Much of the Rio Grande is ONLY in the USA. The rest creates the border between Mexico and the USA, with the latter reserving navigation rights. Hence, there is no way it can be considered as 'mostly' in Mexico

And Rio Grande is the US name - in Mexico it is called Río Bravo.
