1) The culture dept is now known as the Department for Culture, Media, and Sport - digital policy has been moved to the new science department.
2) I would suggest that you distinguish between "full" Cabinet ministers and those who merely "attend Cabinet"; and if you wish to include ministers who merely "attend Cabinet", there are a few missing, such as Andrew Mitchell and Johnny Mercer.
