Is it low corruption that drives high standard of living or the other way around- low standard of living drives high corruption?

Interestingly, there seems to be a correlation between Protestant branch of Christianity and low corruption for whatever reason.

For example what makes north korea more corrupt than saudiarabia. Both are at the end of the day dictatorships with considerable abuses of the population and are countries with little to no human rights.
