The Dominican Republic is only twice the size of New Hampshire... how do they fit so many freaking provinces in that tiny country?!

Well New Hampshire has 10 counties, meaning the Dominican Republic should have 20. 31/2 = 15.5, 15.5 ≈ 16. 16x2≈31. Therefore, by the transitive rule of State counties to island country provinces, New Hampshire would have to add 5.5 additional counties to be at the same rate as the Dominican Republic.
