This has appeared on other quizzes of mine (specifically here), but the reason why New York City has a greater population than New York state is that the urban agglomeration extends beyond the state's borders.

The reason why Washington D.C. has a greater population than Washington state is that they're literally thousands of miles away from each other, but if you're taking this quiz, you probably already knew that ;)
