Why some Western countries like Belgium, Luxembourg, Monaco, Andorra... are not included?

Because they're not in the Western Hemisphere. All of those countries are east of the Prime Meridian.

Togo is in the Eastern Hemisphere not Western because the Prime meridian is on Ghana...
