Best ranking Eurovision countries, since 2000

The average placement, for the years of 2000-2016, has been calculated for every country in the Eurovision Song Contest. Can you guess the 15 best ranking countries?
For those years where there were two semifinals, the countries that didn't qualify for the final have been ranked according to the score they received in their semifinal. For example in 2014, 26 countries qualified for the final. The countries that got 11th place in their semifinals, and therefore not qualifying, were Portugal (semi 1) and Lithuania (semi 2). Portugal received 39 points, and Lithuania 36. Therefore Portugal has been ranked as number 27 in 2014's contest, and Lithuania as number 28. Ties have been resolved the same way as in the Eurovision Song Contest.
