The highest number in roman numerals is 3999

That is most certainly not how you write 4999. There are two ways of representing large numbers in Roman numerals: the apostrophus method and the vinculum method. I'll let you read up on the apostrophus method because it uses symbols that aren't on my keyboard, but the vinculum method multiplies numbers by 1000 by putting a bar above the symbol. 4000 is IV with a bar on top, and 4999 is IVCMXCIX with a bar over the IV.
