Yes, but in 1844 he was expelled from the party, so he was also an independent during part of his presidency. And since he was the only president besides Washington to be an independent during (at least part of) his time in office, he was the last president to be an independent. The reason he isn't listed under the Whigs is because he was number 2 of 4 of their presidents, meaning he was neither the first nor the last.
