Hawaii was directly annexed as part of the U.S. as an organized incorporated territory a few years prior. Cuba was under a provisional military occupation government and the Philippine-American War was still ungoing at this point in time.

Were the respective cities to be included however:

Havana: ~243k

Manila: ~190k

Santiago de Cuba: ~43k
