There's definitely historical context here. A lot of these disputes were (obviously) resolved by the government of the People's Republic, which I believe the ROC refuses to recognize and thus also won't drop the claims.

Yes, and in addition to that, the treaties that the PRC made over these disputes may have been something the ROC would have done as well, but recognizing the treaties would mean recognizing the PRC, and other countries can’t make treaties with a country that the PRC won’t let them recognize.

It has historical basis, however. Since the Republic of China is essentially a rump state of the former pre-1949 government of China, it does still entail most of its claims it had even back then. This goes back all the way to the time of Qing dynasty, whose fall in 1911-1912 created a lot of disputes in the process. Mongolia is confusing though however, since effective recognition of their independence occurred around 2002.
