How is it that 'Gulf of Tonkin Resolution' isn't accepted?

I agree with Gulf of Tonkin Resolution. I put down 58,000 lives and it was not accepted. Last names should be good enough for a timed quiz. John F Kennedy did not work. John Fitzgerald Kennedy did not work. Too picky.
