You should say Europe/Asia for Turkey and Azerbaijan as well as Russia. You should also say Asia/Oceania for Indonesia.

South Sudan was divided into 28 states but since 2020, South Sudan has 10 states again. Same with Latvia which now has 43 subdivisions since 2020. Also, Iceland has 64 subdivisions as of 2022. Algeria has 58 provinces. Moldova has 35 first level subdivisions.
