There was no such country like Courland. Courland was part of Polish-Lithuanian Commonwealth

Courland was vassal duchy of the Commonwealth but was largely autonomous and colonization was done independently by the Duke of Courland not the Commonwealth

By 1685, Brandenburg added Prussia to its name and was known as Brandenburg-Prussia. Either should be accepted.

I knew there was a German Venezuela on those dates... tried a bunch of different things for it but failed to get Augsburg.

I would argue that Augsburg did not colonize any parts of the Americas.

Bartholomeus V. Welser, the head of the Welser banking family, was indeed granted the rights to Klein-Venedig by Charles V, however (as far as I can tell) Bartholomeus V never held office as mayor of Augsburg.

All information that I have come across seems to point to the Welser family being placed in control of still Spanish colony.
