Biggest cities of Japanese prefectures

Name the biggest city in each prefecture in Japan BY CITY PROPER. Note that City of Tokyo is NOT INCLUDED, because it consists of 23 special wards and "City of Tokyo" does not exist at present. Instead of "City of Tokyo", you must name both the biggest special ward and the biggest city in Tokyo Metropolis!
