Beethoven was considered a rebel in his day, yet he endured the passages of time. Who knows who will be considered musical greats from our generation? I don't remember hearing anything by Bieber so I can't say about his chances, but it seems to be those who are innovative who are remembered.

I think the key is 'just sneaked in'. He may have died in 1704, but all of his key writings were in the 1600s, and while he was very influential during the Enlightenment and beyond, he was very much viewed at the time as a figure of the last century.
(That being said, the British 'long eighteenth century' does sometimes begin with the Glorious Revolution in 1688, so... hum.)

Could have Kangxi (Chinese emperor and incidentally smallpox survivor) or Tokugawa Ieyasu - Tokugawa was the first shogun of the Tokugawa shogunate in Japan
As memory serves me, his defining moment came in 1600 and he turned over the shogunate not many years later and died 12, 15 years later, something. Not exactly a figure of the 18th Century.
