The June 8, 2019 update now appears to regard a "census-designated place" as a city.....

Yes, it includes towns, villages, townships, cities, and CDP's. But "cities" is more of a broad, layman's term for all. I don't want to put "municipalities" because people don't know what those are and the quizzes won't get taken because of that. I should probably include a caveat about this, though. I was waiting to see if anybody noticed or cared.

It doesn't include towns. There are many towns in Indiana with populations that would otherwise make the cut, e.g. Munster, Schererville, Merrillville, Highland, etc.
