The UK Parliament comprises MPs and the majority party elects the Prime Minister, who in turn appoints a Cabinet, which is mostly MPs, but may include peers. These will head individual departments - eg defence or health.

All Cabinet members will be privy council members and so referred to as Rt Hon. Below cabinet members are junior ministers, who are not automatically Rt Hon unless previously such (it is a lifetime title) or are specifically appointed and hence the answer to the question is incorrect.

The opposition party leader and senior members will also be appointed to the Privy Council and termed Rt Hon, together with other senior politicians - eg First Ministers of Scotland, Wales and Northern Ireland.

The Privy Council advises King Charles III. It also includes other senior figures, such as peers, lord mayors, etc.
