This seems like a wierd subset to build a quiz based on, since there are plenty of national capitals not on this list that have land bordering the ocean (or bodies of water tidally connected to it), and thus have part of the capital literally at sea level. So it depends on whether the arbitrary point somebody chose for the elevation on wikipedia happens to be at sea level. (In reality, the buildings in many of the ones listed as 0m elevation are in fact just as much elevated above the ocean as the ones that aren't.)
