If you are going to insist that we use capitals on all titles, don't you think you should do the same thing with The Jungle Book? Rikki-Tikki-Tavi is a story which is included in that book so it might make more sense to say, "a story included in The Jungle Book..." rather than "the author of the jungle book also wrote a short story about a mongoose."
