My understanding is that many Russian Jews came to Israel before and after it became a country, so there are many Russian speakers there. Please correct me if I'm wrong.

Mostly after, there were actually a lot of protests in the USSR when many ethnic Jews weren't allowed to leave the country even though they were approved by Israel
