Ben to Malta a couple of times and don't recognise most of those names. Why is Valletta missing?

Using citypopulation.de as souce, Valletta itself only has around 5000 inhabitants. Many of these "cities", such as Birkirkara, San Gwann, Swieqi, Sliema and Qormi are located in the built-up area around Valletta and could be considered as a single agglomeration, but are defined as separate localities.
