HDI is such a strange index. Not having Japan in the top 20 for a development indicator is bizarre when countries like Spain (with 28% unemployment) are included

I was also very taken aback to not see Japan on the list. Don't they easily make the top 20 when the list is not "adjusted for income inequality?" And... don't they have one of the lowest levels of income inequality in the developed world? and isn't that a good thing? I was actually expecting them to be in the top 3 or thereabouts.
