I think so. They are still nearly universally recognized as Ukrainian territory.

Please accept "Lugansk" for Luhansk. The official name is Luhansk because that's the Ukrainian spelling, but Russian speakers are the majority in the oblast and Lugansk is the Russian spelling.

Randomly finding this old comment of mine 2 years later, I want to add something in case people mistake me for being pro-Putin. I know that city as Lugansk, because some friends of mine are Russian-speaking Ukrainians who fled from the oblast when Putin attacked in 2014. I stand by my original comment, and am glad that Lightstream has updated the quiz.

We in the West have a moral obligation to stand by Ukraine's side, and aid it any way we can, be that through sending weapons, welcoming refugees, or embargoing Russia. We must also remember that our quarrel is not with Russophone Ukrainians, or the common people of Russia, but rather with Putin and his cronies. Every bit of pain we inflict on the Russian people is deeply sad, but necessary to show that Putin doesn't care about them and their wellbeing. For every Russian citizen who suffers economically from Western sanctions, we get another Russian who opposes Putin and wants to topple him.

Down with Putin. Slava Ukraini!

I just updated both of my Ukraine quizes to accept Lugansk, Dnipro, and show correct spellings for a couple others. Now that I have figured out how to edit an existing quiz maybe I'll also update the population numbers.
