What about Liechtenstein? Tough call- my reading of the history is that it was quasi-independent but closely tied to Austria-Hungary.

Yes indeed! Jetpunk quizzers of 1918 were probably arguing the toss on that one then, a sort of Cook Islands of 100 years ago. This map and that one both draw Liechtenstein outside of Austria-Hungary, so we'll include it as a neighboring state.

Austria Hungary had a colony in China but it was surrounded by a German colony so they didn’t have to worry about international borders
