This is just a guess, but is Malta really big enough to even have 28 metros?

Yes, I've had a good look at aerial photos and it looks like the urban area of Valletta is far bigger than its declared limits. I'll wait for more feedback - any Maltese jetpunkers out there? - before deciding.

I can understand India, as New Delhi is encloses within Delhi (TIL!) but why isn't China here?

According to wikipedia, both Guangzhou and Shanghai, for starters, are more populated than Beijing.
