For the record, the 1990 ranks of Taylor were 422 (male) behind Tommy, Tim, Tyler, Ted, Tyrone, Tracy, Terrance and Terrence, and 805 (female) behind Tara, Terri, Tamara, Tanya, Terry, Tracey, Toni, Traci, Teri, Tricia, Tasha, Tabitha, Tami, Tammie, Trina, Trisha, Tracie, Therese, Tamika, Trudy, Tonia, Terrie, Tia, Tania and Tommie. Since then it's become a much more common baby name (in 2000 Taylor was the most popular female baby name starting with T), so I suspect if we had a more recent database for all names, then Taylor probably would appear as an answer.
