The source is rubbish. Adelaide Hills isn't a city. Nor is Canberra Capital Hill. Canberra Capital Hill is in Canberra.

Some of these are Cities, some are towns, but many are parts of larger cities. Each city in Australia (eg Melbourne) is usually treated as a single metropolitan area. This is where you get the populations of the largest cities. Technically each metro area is broken into 'cities' (eg Whitehorse in Melbourne) but virtually no-one ever uses these as 'city' names, they are really just local councils. There are also 'suburbs' (like Ferntree Gully in Melbourne) but these could never be considered suburbs. You have mixed together all three in this list.

Melbourne can't have a population of 3.8 million if you then count Brunswick, Malvern and many other suburbs as individual cities. Lots of double counting going on here.
