You seldom hear Queen Victoria being referred to as Victoria I - I think you should also accept just 'Victoria' in this quiz.

...and also John, Stephen and Matilda without Roman numbers: when there are not more rulers with same name, you don't refer him/her as "the first".

In both cases it's accepted without the numerals - just written like that for formalities

But formally they were not the first, until there was a second. The formal name would be just their regnal name.
