I think it's interesting how many big cities there are in the USA. As a contrast Brazil has about 65% of USA's population, but only 16 urban areas with over 1 million people (roughly).

New York state has a population of 18 million. Since when did New York city have a population of 22 million? It has a rough population of 8.5 million

Population is for the entire agglomeration, not just the city proper. It says so in the directions. So for NYC, it would also include areas of Connecticut and New Jersey.
