Tsar and Czar are both Russian corruptions of "ceaser." They mean the same thing.

Russian is written in the cyrillic alphabet. So really it's starts with neither a t or a c, but those are the two ways it is most often and most easily transliterated.

You should accept "Cox" for "Coxswain" since that's the standard abbreviation and what most people in the sport would call the Coxswain.
