Are you sure about you stats on the Congos? Both the Republic of Congo and the Democratic Republic of Congo have French as an official language. It seems DRoC is missing.

21/25. Better than I expected to get. I remember meeting a little African guy when I was at a Jamboree who spoke nothing but French, but I don't remember where he was from... There were an Algerian and a Swiss translating for him.

How weird that Mali, Senegal, Burkina Faso, Madagascar and Mauritania are not there. I would expect more than 10% of French speakers in these countries. What data base are you using to find the stats?

from the source you cited, you should be doing these statistics based on the last column, "french speakers full and partial combined" it doesn't say in that article anything about fluency. so, DRC has over 33% french speakers
