As far as Bolivia, I have found nothing to support Santa Cruz as anything but the largest city by any measure. Even on citypopulation.de, Santa Cruz is the biggest city in Bolivia in every category except "Principal Agglomerations", which is very different from urban area population. Even then though, that data is from 2010, and with Santa Cruz being the 14th fastest growing city in the world, in all likelihood it has passed La Paz on that measure as well. Furthermore, El Alto (which was considered part of La Paz until the late 80's) might even be bigger than La Paz by this point.
