Congratulations to Costa Rica. While Wikipedia is an interesting choice for a source, it is hardly authoritative. I'm not sure that I would say Italy is "stable." They have gone through times where they changed governments more often than some people change underwear.

I guess Wikipedia has a differnt definition of Democracy that what I was taught in school. The UK, Norway, Belgium, Sweden, The Netherlands, Luxembourg, Denmark, Japan and (sort of) Canada are Contitutional Monarchies rather than republics (according to the CIA World Factbook).

They are not pure democratic republics, but in several cases they are representative democracies and I believe in all cases their governments are elected democratically. Stable, I believe, means that the government hasn't collapsed or been taken over (i.e. in a coup) by undemocratic means.

Vatican and democratic? Lol, this is a church state. God (or the cardinals) elect the great leader. In every case, world can't be too proud of only 25 (and some of them are still disputable)...

I think of stable as being under one domestically peaceful, democratically elected government. Which all of these countries did. Even Germany is really just a larger version of West Germany so I think it stays in too.
