REA, now RUS, provided public electric cooperatives with low-interest loans to these coops so most everyone could have electricity.

Someone already pointed this out, but TVA is not a federal agency. It doesn't even have a dot gov address. It is a public corporation with a dot com internet address. The agency you are referring to is the Rural Electrification Administration (REA). You should fix the quiz.
