John Q. Public is a nickname for a general member of society. Doubting Thomas comes from the Bible. The Apostle Thomas doubted that Christ had risen until he felt the prints in the Savior's hands and feet.

John Q. Public is literally posted around wherever you go (at least in America) from if you are getting a credit card, to a commercial with a sample ID on it. It's basically a universal fake name that everyone uses.
