You might point out that Colonel West appeared only in scenes originally deleted from the theatrical version.

Did he? It's been many years since I last watched this film (even though it's my second favorite Trek film). I went off the Wikipedia article and Memory Alpha article, and didn't see that in either place. If that's the case I may just change the question.
