Paris worked for a long time, then London until I got to the capital ones... lots of time lost there. I tried several including Cairo (which on the bad side is a capital and on the good side led me to the right answer). Great quiz!
Hindi and Urdu are widely spoken in both cities, but are not the most widely spoken or official language in either city. I think the clue is worded ambiguously.
I don't think "check again" suffices. Care to explain a little more why they don't work? The vast majority speak Dravidian languages, the official languages are Dravidian, so what is your cut-off point for a city speaking a certain language? I'm sure you'll find Hindustani speakers in Alexandria too ;-)
I was thinking Chennai, which also fits, and has the smallest percentage of Hindustani speakers of the lot. If the quizmaker wanted to exclude cities on the Indian subcontinent, they should have simply said that instead of trying to fiddle around with languages

Trying to use language families in this way is confusing the issue and indicates the quiz setter doesn't entirely know what they're talking about.
Take havdam's suggestion, fix that clue, and this would be a great quiz that I would be happy to nominate with 5 stars. As it is, the quiz is broken and gets one star.
Cologne worked for a number of the categories, but not the last one. It's not the largest city in Germany, so if it met the other criteria, it should have been ok at the end.
