Right! I don't know how Dodoma sneaked in there ;) In the case of Tokyo, Y is a vowel (while in Pyongyang it isn't). It is not an opinion, but a fact. In most other languages Y is always a vowel, but in English it acts sometimes as a consonant too. You can read more about it: simple.m.wikipedia.org/wiki/Vowel
Fun fact: If we get overly technical to the point of tedium, then the “W” in Moscow acts as a vowel. Of course no one other than linguistics students consider the W a vowel when it’s in a diphthong.
