They aren't on there for various reasons.

1) Zambia is basically the Democratic Republic of the Congo. It would be like having Abyssinia and Ethiopia as two different countries.

2) Manchukuo was an internationally unrecognized puppet under Japanese occupation (think the Federation of the Rhine with Napoleon)

3) Unfortunately Galicia didn't last long enough to qualify.
