What criteria do you use to define a dictator? Because it looks like enemies of the USA are heavily overrepresented.
I'm especially curious about the inclusion of multiple leaders of Peoples' Republic of China versus exclusion of Generalissimo Chiang Kai-Shek who himself admitted to being a dictator.
Similarly, if Emperor Hirohito was a dictator, would living absolute monarchs like Salman of House Saud similarly be eligible for this list, but excluded by choice?
