Elagabalus was not a woman, and it is difficult to call him a great leader of any sort.

Yeah but by today's standards no leader of antiquity could really be considered great, all of them did certain good and terrible things. Notwithstanding the embellished/fabricated records of Elagabalus' life, I still think she can still be admired for her indefatigability, and her stalwart defiance against those who tried to control her. If Wu Zetian had ever capitulated to those who said a woman couldn't be emperor, then she would never have gone on to be one of China's greatest rulers. And that sort of grit is what makes Elagabalus and others great.
