This one is REALLY tough! Hint #1: You need to use Jetpunk data.

EDIT: Apparently Jetpunk data is gone. That's annoying. I guess you'll need to use the CIA Factbook or whatever.

There's a lot of small countries here so i'm guessing it's something per capita.
