A few fun facts and notes about the quiz:

Does not include Nebraska's two "faux lighthouses" which are both technically active. Had I included these, Nebraska would have taken the lead with a ratio of infinity.

The state with any active lighthouses that has the lowest ratio is Alaska. With 12 active lighthouses and 33,904 miles of coastline, its ratio is 0.035.

Lake Havasu, Arizona also has a myriad of small replicas of famous lighthouses that are lit for no particular reason on a shorefront ablaze with lights and zero fog.
