What do you mean by "partially" recognised? Isn't being partially married as impossible as being slightly pregnant? Here's an amusing short speech by a conservative New Zealand legislator in the debate on gay marriage; when the law passed a few minutes later, the public gallery (from where silence must ordinarily kept) broke out with a Maori love song.

Meaning that only part of the country allows or recognises same-sex marriage, like the U.S. or Mexico.

Exactly. Gay marriage is only legal in 37 states so the country has only 'partially' legalised same sex marriage Similarily same sex marriage is allowed in all of the United Kingdom except Northern Ireland, hence partial recognition.
