That's why it says 'in theory'. But no, it's not 1984. Both states voted Bush in 1988, Clinton in 1992. The only pair from this list that has voted differently in every election since 1984 (when Mondale only carried Minnesota and DC) is New York (Democrat) and Texas (Republican).
